As the rapid development of urbanization and industrialization, there are many issues in the land space planning, and the utilization pattern is unreasonable. The conflicts' phenomenon of land utilization economic benefits and ecological benefits is also becoming more serious. In order to clarify the land utilization pattern of Hebei Province and provide direction for land utilization planning, this paper divides the land utilization function of Hebei Province into three top functions and six sub-functions, and three top functions are production function, life function and ecological function. In this paper, 21 evaluation indicators are selected, and the weights of indicators are determined by analytic hierarchy process. The evaluation system of land utilization multi-function indicators in Hebei Province is constructed. The municipal administrative area utilized as the evaluation unit to evaluate and analyze the land utilization multi-function in Hebei Province. The study concludes that the land utilization pattern in Hebei Province mainly influenced by natural resource conditions and political culture. As the provincial capital of Hebei Province, Shijiazhuang is the region with the highest utilization level of life production and the most multifunctional utilization of land in Hebei Province. The completeness and centrality of politics led to this result. The versatility of land utilization in Hebei Province is highest in the northern part of Hebei Province, and the degree of versatility in the central and southern parts of Hebei Province is relatively low. The level of life function has related to the level of production function. The level of ecological function has closely related to the regional topographic climate factors. The land multi-functional utilization has affected by the regional development level and the rationalization of land utilization. Therefore, in the land utilization pattern planning, we should focus on its natural resource endowment and its economic and social conditions, pay attention to the healthy utilization of its ecological resources and environment by promoting economic development, and promote the multi-functional utilization of land to maximize benefits and sustainable utilization.
