Distance learning provides a learning environment where teacher and student are in different places. These learning environments generally include instructors, students, learning materials and an administration. The only thing that has significantly differed from past to present in distance learning is effect of technology. Letters, computers and internet are already used in evaluation process of distance learning and finally, there are researches that aim to carry real learning environment completely to a virtual platform. Not only education foundations but also organizations from every sector give importance to distance learning all over the world. However, dealing with distance learning is not easy enough. One of the most important decision is how to build the organizational structure of the institution/company for developing a successful distance learning system. In this paper, authors try to examine distance learning applications in Turkey and suggest a proposal of organizational model for distance learning in order to be able to transmit to distance learning effectively and to reach the educational goals. Arise of the model requires analysis of needs and evaluation for distance learning. An independent unit which is connected to the General Directorate is suggested for foundations and also an independent organizational unit which is directly connected to rectorate is suggested for universities. This unit can be named such as Institute of Distance Learning or Distance Learning Center. Sub-units of it should be communication and assistance. From the proactive perspective, future promises distance learning based organizational structures and this will take place of traditional organizational structure for educational institutions. As a result, organizational structure will be discussed and proposed a model for distance learning in this paper, Because, one of the main factors of successful distance learning system is building the organizational structure to give services according to distance learning needs.
