Abstract (English):
The debate about the size and functions of the state is old and controversial, and extremely present. This theme finds theoretical foundation on the side of the defenders of the minimum state as well as the maximum state, as well as the necessary state, not necessarily a medium step between them. Rio Grande do Sul has had a great debate on this subject in recent years, when, in the midst of the biggest financial crisis in its history, found itself in a deadlock over the calling of a plebiscite - provided for in the state constitution - to consult the population about the privatization of three state-owned companies: Companhia Estadual de Energia Elétrica (CEEE), Companhia Riograndese de Mineração (CRM) e Companhia de Gás do Estado do Rio Grande do Sul (Sulgás).
