The author argues on the impermeability of borders which distinguished German philosopher Carl Schmitt from the pantheon of international lawyers on jurist Hugo Grotius. He mentions that Schmitt creates a model of international public order which exists in a condition of potential enmity within all other states and regains recognition of the legal identity of agency to his model of the state. He also concludes that it is no longer apparent on their various treatment of the figure of the pirate.
