This first report in the Michigan Educational Assessment Program (MEAP) 1973-74 series presents the objectives of the program and indicates in detail some specific procedural questions relevant to this year's assessment. A revolutionary change in this year's program is the switch from normative tests to objective-referenced tests in reading and mathematics. The present tests measure 23 performance objectives in reading and 35 performance objectives in mathematics at the fourth grade level. The seventh grade tests measure 23 reading and 45 mathematics objectives. Appendix A contains a list of the objectives which are measured by the tests. Procedural questions, primarily relating to program changes, deal with topics such as measures used in the program, word relationships tests, how tests will be administered and shipped, what students are to be tested, which results will be reported, the status of the student attitude test, and so forth.
