The article offers information on the War Propaganda Bureau created in secrecy by Great Britain in 1914 to defeat Germany. The bureau churned out books, pamphlets, illustrated magazines, cartoons, and movies, in many languages, that are aimed to influence American journalists and opinion leaders in neutral countries. It was organized and run by journalist Charles C. G. Masterman, who had been elected to Parliament in 1906.
