Salazar skilfully kept Portugal neutral in the Second World War, tacking towards the winners, which was probably more useful to Britain than any other option. From almost total isolation - with an even worse dictatorship as its only neighbour - Portugal emerged with remarkably few false moves into the modern world; 25 April, the Dia da Liberdade, says Miguel Vale de Almeida, now hardly has any political connotations. Though Portugal looks outward, the world has not looked much to Portugal.
