By 2020 just €590 million ($641 million) had been diverted from the regular research budget to that for weapons development.7 For the budget period until the end of 2027, which included the establishment of the EDF, it had grown to €8 billion.8 In 2017, EU states founded the Permanent Structured Cooperation (PESCO) organization, which, according to its website, 'helps member states to jointly plan, develop and invest in shared capability projects'.
