This article examines the political conditions in the Balkans. Serbia's leaders, backed by Russia, have rejected a United Nations (UN) plan to grant independence to Kosovo. The fear is that the European Union (EU) and the U.S. might press for supervised independence which would lead to three unintended consequences including political instability, the possibility that the Serbs would turn away from European integration and the possibility of war.
