The article focuses on the attempts of the fledgling Balkan country of Kosovo, which declared independence from Serbia in February, 2008, to obtain its own international telephone dailing code. All telephone numbers in Kosovo, including the government's, carry Serbia's three-digital international code. Only countries who are members of the United Nations, to which Kosovo has not been admitted, are given the three-digit prefixes.
