The author offers opinions on U.S. foreign relations with China. It is argued that the overall U.S. policy begun by President Richard Nixon in the early 1970s of seeking engagement with China while balancing its regional power has failed to further U.S. interests because it has not addressed China's ability to dominate neighboring countries in Asia. An expansion of U.S. military power, particularly sea power in the region is urged. It is recommended that the U.S. abandon its policy of encouraging trade with China and instead place limits on China's exports to the U.S. and strict limits on China's imports of U.S. high technology.
