This article focuses on the U.S. Congress' decision to pass several restrictions on the Legal Services Corp. (LSC) and describes the reaction of LSC lawyers to these rules. LSC oversees over nearly three hundred local programs. One of the most crucial rules forbid the use of non-LSC funds for activities that were out of bounds for federal funds. The lawyers are ignoring the restrictions passed by the Congress. They instead bring lawsuits which directly challenge these rules as unconstitutional. Concerning this, the author argues that the lawyers are using the poor to pursue their political agenda.
